The four-rak‘ah obligatory prayers should be performed as two rak‘ahs. This is called qasr (shortening the prayer). These prayers are Zuhr, ‘Asr, and ‘Isha. During Hajj, the Messenger of Allah (peace and blessings of Allah be upon him) performed these prayers in shortened form at Mina, ‘Arafah, and Muzdalifah, leading all the people from within and outside Makkah; this is Sunnah. In this regard, he made no distinction between residents and travellers. In other words, he did not instruct even the people of Makkah to perform four rak‘ahs. (Fatawa Ibn Taymiyyah and Fatawa Ibn Baz) However, it should be remembered that the obligatory prayers of Fajr and Maghrib—that is, the prayers consisting of two and three rak‘ahs—are never shortened. In Mina, perform each prayer at its prescribed time and do not combine them. In other words, do not perform Zuhr and ‘Asr together, or Maghrib and ‘Isha together—not even if you are a traveller.
